早期從事林業生產/供應的林務局，近年業務轉向森林保育，同時也將環境教育納入政策執行，花蓮林區管理處(以下簡稱花管處)所屬的池南國家森林遊樂區開始轉型為自然教育中心，作為林務局發展環境教育的計畫場域之一。

本研究欲瞭解池南自然教育中心在創設過程中與其他組織之夥伴關係，參考公私協力、教育、環境等夥伴關係理論，透過參與觀察、非正式訪談等質性方式取得資料，研究期間自2007 年4 月至2009 年2 月底止，研究者實際參與期間約17 個月。探究自然中心發展計畫開始至正式營運初期，花管處與池南自然教育中心如何建構與外部組織團體的夥伴關係，並分析過程中有哪些正向、負面因素會影響夥伴關係的發展。

研究結果發現，發展初期花管處大多數人員對環境教育與自然教育中心並不熟悉，理念與專業知能仍待加強，需藉助外部夥伴的資源與人力以渡過艱困的發展初期。最後建議林務單位試著就長遠的眼光經營與拓展夥伴關係、整合各界夥伴，不但有助自然教育中心營運；維繫長久穩定的夥伴關係，更能充實林務單位的保育力量。

In the past, the Forestry Bureau aimed to manage and utilize forest resources. But in recent years, the Forestry Bureau has taken more concern for forest conservation and included environmental education in its principle policies. In explication, the Chihnan National Forest Recreation Area, subordinate to the Hualien Forest District Office, has gradually changed into a nature center to develop environmental education programs.

This research examines the partnerships among the Chihnan Nature Center and other governmental and social institutions in the early stages of development. Through observation and informal interviews, the researcher had spent 17 months at the research site to explore into the partnerships since April 2007 to February 2009. Theories of Public-Private Partnerships, Educational Partnerships, and Environmental Partnerships were applied to analyze the positive and negative factors that may affect the partnerships of development.

The research discovers that most of the employees in the Hualien Forest District Office are not familiar with environmental education and the operation of a nature center. Due to their unchanged values and lack of professional training, the Office needs human resource investment from the outside to overcome difficulties in early development. In the end, the researcher suggests that Forestry administrations expand and integrate relationships with partners from different fields and institutions for more well-established operation of nature centers and conservation.
